§ 2-149. Utilization of existing services and facilities.

  • (a)

    Policy. In preparing and executing the emergency government program, the services, equipment, supplies and facilities of the existing departments and agencies of the county shall be utilized to the maximum extent; and the designee and personnel of all such departments and agencies is directed to cooperate with and extend such services and facilities as are required of them, to the emergency government coordinator.

    (b)

    Assignment of responsibility. In order to ensure that in the event of an emergency all the facilities of the existing county government are expanded to the fullest to meet such emergency, the following specific responsibilities are assigned to the following department heads named as designees of the indicated emergency government services. The coordinator will assist in organizing and planning for the expansion of the various departments hereinafter indicated prior to and during an emergency and for recruiting necessary emergency government volunteers to supplement regular department employees:

    County sheriff Director of police services
    County highway commissioner Director of engineering services
    Purchasing director Director of supply service
    Director of social services Director of emergency human services
    County coroner Director of mortuary services

     

    Other department heads, not specifically named, will fulfill emergency and nonemergency duties as assigned under the state emergency operations plan, a copy of which is on file in the office of the coordinator. Nothing in this section shall be construed so as to limit the coordinator from immediately commencing organizational and planning programs, as required by the state emergency operations plan adopted by the county board.

    (c)

    Joint action. Municipalities entering into joint action agreement with the county will provide for utilization of existing services and equipment of municipal government needed to exercise joint action in conformity with Wis. Stats. § 66.30(2), by enactment of an ordinance parallel to this section of the county ordinance.

    (d)

    Emergency liaison. If the governor proclaims a state of emergency in the state, or any part thereof affecting the county, the coordinator shall establish communications between the governor, the county, and all its local municipalities, in accordance with Wis. Stats. § 166.03(1).

    (e)

    Penalties. It shall be unlawful for any person willfully to obstruct, hinder or delay any member of the emergency government organization in the enforcement of any order, rule, regulation or plan issued pursuant to this article, or to do any act forbidden by any order, rule, regulation or plan issued pursuant to the authority contained in this article. For a violation of any of the provisions of this article, he/she shall forfeit not more than $200.00 and/or be imprisoned in the county jail for a period not exceeding 90 days, in accordance with Wis. Stats. § 166.03(14).
